New York State Governor Hochul has signed legislation into law aimed at establishing a statewide standard for distraction-free school environments. In response, the VCSD district is taking steps to align this new standard with its existing policies.
On July 7, 2025, the Board of Education approved a new policy on the use of Internet-enabled devices during the school day per the new regulation.
Highlights
“Internet-enabled devices” means and includes any smartphone, tablet, smartwatch or other device capable of connecting to the Internet. Other restricted personal electronic devices include voice and text-only cell phones, beepers, or other devices capable of receiving or sending calls or messages.
Students are generally prohibited from using Internet-enabled devices during the school day anywhere on school grounds, though a limited number of education- and health and safety-related exceptions may be allowed.
Exceptions may include:
- Where necessary to manage a student’s healthcare (e.g., diabetes, asthma, medication, etc.)
- For translation services.
- For students who are routinely responsible for the care and well-being of a family member.
Individual use will be determined on a case-by-case basis, upon review and determination by a school principal, school psychologist, school social worker, school counselor or, when applicable, the school medical director.
